Question: Why do we have a homeowners association?

Answer:

Locust Curve is a deed-restricted community. What that means is that the developer of the neighborhood established a set of covenants, conditions, and restrictions applicable to all of the homes in the neighborhood. These deed restrictions are in your “chain of title” to your property. These deed restrictions accomplish a number of items, such as setting certain standards for the exterior appearances of all houses in the neighborhood, providing for a mechanism to pay for expenses of maintaining the common areas of the neighborhood, and providing for a funded neighborhood association (Locust Curve Association) to enforce the restrictive covenants and maintain the common areas. You can obtain copies of your deed restrictions from the county recorder’s office or click here to down load a pdf copy of the dead restrictions.

By purchasing a property in Locust Curve, you are deemed to have accepted all of the covenants, conditions, and restrictions in the deed restrictions, including an obligation to pay for the assessments of the neighborhood association. It does not matter if you purchased your property from a private individual, from a bank or from the Sheriff; the obligations of the Association travel with the ownership of the land. If you own the land, you have obligations to the association.

Question: What do my association dues/fees pay for? (where does the money go?).

Answer:

Your dues pay for:

Insurance on 20 acres of community own land.
4%

Maintenance of that 20 acres to include Mowing,fertilizer/weed control.
54%

Maintenance of the front entrance flower beds including annual flowers.
Pond maintenance
9%

Managemant fees for day to day operation (property management company).
29%

Water for our irrigation system.
Electricity for lights and running the pond fountain.
4%

*** keep in mind that when you own a home in our association you are 1/343rds owner in the community owned land.

Answer:

Yes you can rent your property, however you are still responsible for all dues and any violations caused by your tenants.

Question: How do we recycle?

Answer:

The city uses a commingled recycling system; items need only to be separated into TWO groupings fiber and non- fiber. Additional items that will be accepted at curbside include all types of paper, aluminum foil and aluminum pie plates.

FIBER PRODUCTS include newsprint, paperboard/chipboard, corrugated cardboard and all types of paper.

NON-FIBER PRODUCTS include plastics No. 1 and No. 2, glass, aluminum, bimetal (tin and steel), aluminum foil and aluminum pie plates.

    First, I would like to thank you guys for all you do for the community. I know that
    you probably don’t hear that often enough.

    Secondly, I’m wondering what can be done about people speeding on Locust Curve Dr.
    I’ve noticed a lot more speeding (by teens AND parents) on this road.
    There are more small children crossing the streets and I am fearful that some
    kid is really going to get injured. Is it possible to put speed bumps on the street?

    • Before the city gets to that level of investment, they will likely want to post the speed limit with speed radar feedback. That unit was recently spotted in the main entry drive for Carson Farms and it seemed to work well. I would recommend calling the public safety/Delaware Police department and mention it to them and see if they’ll move the speed radar sign to Locust Curve Drive.
